Six weeks after conducting a Building Partner Capacity Seminar Army has released a new Land Warfare Doctrine (LWD) publication on Security Force Capacity Building.
The aim of LWD 3-0-5 Security Force Capacity Building is to describe Security Force Capacity Building (SFCB) within the context of a whole-of-government endeavour to build partner capacity. This application level publication provides commanders, planners and practitioners with the principles and considerations for the successful conduct of SFCB operations.
Founded on the case studies of various civilian and military subject matter experts who presented at the Building Partner Capacity Seminar, LWD 3-0-5 focuses on operational level design through to tactical level execution and includes guidance for personnel selected as trainers, advisers and mentors. The publication provides a general description of:
- security force capacity building
- planning principles
- practical considerations
- the importance of understanding culture
- working with host nation counterparts
- practical application of the types of assistance provided during security force capacity building
